Scholarships
The MA in International and European Studies provides for the awarding of partial or full scholarships based on academic performance and social criteria. Additionally, scholarships may be granted through resources provided by corporations. For the 2025-26 academic year, a scholarship in the amount of 3,000 euros is offered by the pioneering pharmaceutical company ELPEN.

Advisory Board
Ioannis Vrailas, Ambassador, Permanent Representative of Greece to the European Union
Ioannis Vrailas has an extensive experience in diplomacy and international relations within European and global institutions.
He has served in key positions including the Ministry of Foreign Affairs, the Permanent Mission of Greece to the United Nations, and Greek embassies in Tehran and Washington. He has also held senior roles within the European Union and the European External Action Service, including Deputy Permanent Representative of the EU to the United Nations in New York and Permanent Representative of the EU to the OSCE. Since January 2020, he has served as Permanent Representative of Greece to the European Union. He holds a degree in Economics from the University of Athens and a postgraduate diploma in European Studies from the Free University of Brussels.
Paul James Cardwell, Professor of Law and Vice Dean (Education) at the Dickson Poon School of Law, King’s College London, United Kingdom
Paul James Cardwell is Professor of Law and Vice Dean (Education) at the Dickson Poon School of Law, King’s College London, United Kingdom.
Prior to King’s, he has worked at the Universities of Sheffield, Strathclyde (Glasgow), City University of London and the University of Bordeaux (France). His research expertise lies in EU law and policy, with a particular emphasis on EU external relations, including sanctions and migration, and has more than 100 publications. He is the co-editor of the JCMS: Journal of Common Market Studies, Principal Fellow of the Higher Education Academy (UK) a Fellow of the Academy of Social Sciences (UK).
Georgios Koukoudakis, Mayor of Hydra, Associate Professor at the Hellenic Military Academy
Georgios Koukoudakis is the Mayor of Hydra.
He graduated with honor by the Political Science, University of Exeter and holds a Master’s degree in European Politics from the Department of History and International Relations at the University of Cambridge. He holds a Ph.D. in International Relations from the Department of Political Science and Public Administration of the Law School at the University of Athens. He is an Associate Professor and has been teaching Strategic Analysis at the Hellenic Military Academy (Evelpidon) since 2007.
Vassiliki (Vicky) Loizou, Director General of the Federation of Hellenic Biologies (SBE)
Vicky Loizou is the General Director of the Federation of Industries of Greece (SBE).
She has extensive experience in shaping and implementing national policy across industry, private investments, economic diplomacy, and structural reforms, having held senior executive and regulatory roles in the Greek public administration. She has served as Secretary General of Industry, Secretary General of Private Investments, Secretary General of International Economic Relations and concurrently President of Enterprise Greece, Secretary General for the Coordination of Economic and Development Policies at the Presidency of the Government, and Secretary General of Tourism Policy and Development. She also brings private sector experience through her involvement in family businesses in the tourism and construction industries. She holds a degree in Political Science and International Relations and an MSc in European Politics and Administration.
Artemis Kombarou, Ph.D., Attorney-at-Law at the Supreme Court of Greece (Areios Pagos)
Dr. Artemis Kombarou, Ph.D., is a Supreme Court (Areios Pagos) lawyer, with extensive experience in public and administrative law cases.
She has served as a member of legislative drafting committees and worked as a legal advisor to Ministers and organizations in the broader public sector. She is also an accredited mediator with the Ministry of Interior, a mediator in the European Organization for Mediation and Arbitration, and a regular member of the Central Mediation Committee at the Ministry of Justice.
Michalis Ketselidis, Senior Expert, Defence Industry and Space, Secretariat General of the European Commission
Michalis holds a Master’s degree in Computer Science from Imperial College, London and a Diploma in Electrical Engineering from the University of Thessaloniki.
After four years in the telecommunications industry (in Greece and Ireland), he joined the European Commission in June 1994. He started in the Joint Research Centre (JRC) in Ispra, Italy where he worked on space applications research. In 2002 he moved to Brussels and worked at the Directorate General for external relations as scientific liaison for science/technology support to external policies. In 2008 he moved to the Commission’s Secretariat-General – the service of the President – where still serves. He worked on crisis management, representation to the Council of Ministers and the Committee of Permanent Representatives, and Economic Security. Since 2016, he develops and coordinates EU policies defence indusry and innovation, dual use technologies and new financing instruments. He has regular contacts with NATO and the European Investment Bank.
